The OpenID Foundation has launched a dedicated resource hub to support organisations implementing the European Digital Identity Wallet (EUDIW), providing centralised access to specifications, testing tools, and implementation guidance.
The new resource hub consolidates essential materials for implementers working with the three core specifications selected for the EIDAS 2.0 Architecture Reference Framework: the OpenID for Verifiable Presentations (OpenID4VP) 1.0 Final, the OpenID for Verifiable Credential Issuance (OpenID4VCI) 1.0 Final, and the High Assurance Interoperability Profile (HAIP) 1.0 (targeted for final release this month December 2025).
Proven specifications backed by extensive testing
The specifications have been rigorously validated through 11 interoperability events conducted throughout 2025, with major milestones achieved in May, July, and November. These events proved out the specs and testing protocols before the specifications advanced to final status.

Free testing tools available now
Implementers can immediately access open source tests for both OpenID for Verifiable Presentation 1.0 with HAIP 1.0 (supporting SD-JWT and mdoc formats) and OpenID for Verifiable Credential Issuance 1.0 with HAIP 1.0 (SD-JWT support, with mdoc coming soon). These tests can be downloaded to run locally or accessed through the OpenID Foundation server at no cost.
Self-certification services are expected to launch by February 2026, allowing implementers to publicly demonstrate conformance to the specifications. Pricing is anticipated at $700 per implementation per specification for OIDF members and $3,500 for non-members.
Growing global adoption
Worldwide, 38 jurisdictions have selected the OpenID4VP/VCI/HAIP specifications for their digital wallet and verifiable credential programmes, demonstrating significant momentum beyond the European Union.
The Foundation's Digital Credentials Protocols Working Group (DCP WG) continues advancing these specifications, with another interoperability event under consideration for late January or early February 2026 to validate OpenID4VP 1.1 and OpenID4VCI 1.0 with HAIP 1.1, including new functionality whilst maintaining backward compatibility.
Supporting the broader ecosystem
The new resource hub for organisations implementing the EUDIW will highlight the Ecosystem Support Community Group (ES CG), which is developing a Digital Wallet Reference Technical Architecture and Best Practices document. This resource aims to benefit jurisdictions seeking to interoperate with the EU region and other OIDF implementers.
In partnership with the European Telecommunications Standards Institute (ETSI) and the European Commission (EC), the DCP WG is developing test requirement draft specifications expected by the end of February, aligning with EC conformance programme timelines.
Anyone can contribute to the DCP WG at no cost by signing a contribution agreement, with membership optional for those seeking voting rights and certification discounts. To stay informed on specification updates, security analysis, and interoperability events, implementers can join the DCP WG mailing list.
The EUDIW resource hub will be maintained and updated regularly as new deliverables and information become available.
